California's net neutrality bill is one signature away from taking effect

Most state-level bills have just copied the text of the FCC's 2015 net neutrality rules, leaving out critical protections.

The new bill follows a similar effort called Let Our Communities Adjust Late Night (or the LOCAL Act), also spearheaded by Wiener, which passed through the Senate but stalled in the California State Assembly a year ago. The bipartisan bill passed 61-18 and will now return to the Senate before being sent to Governor Jerry Brown to sign or veto. Jerry Brown (D), would preclude internet providers from blocking, slowing or favoring certain websites, The Post reported. It would bar providers from collecting new fees from apps and sites as a condition of reaching internet users.

After making it through the Assembly on a 48-25 vote in May, the Senate approved it this week 25-12. Ajit Pai, the FCC chairman appointed by President Donald Trump, pitched the repeal as a way to stop the federal government from "micromanaging the internet".

"The premise fundamentally of net neutrality is that we as individuals get to decide where we go on the internet as opposed to be told by internet service providers", said Sen.

"The internet must be governed by a single, uniform and consistent national policy framework, not state-by-state piecemeal approaches", said Jonathan Spalter, President & CEO of USTelecom, a trade group representing broadband companies.

"SB822 sets the standard for other states to follow".

The bill was passed in the state Senate yesterday with a vote of 23-11, reports the Verge. "This historic Assembly vote is a testament to the power of the internet".

Having cleared both houses of California's legislature, SB 822 will now head to Democratic Gov.

Internet providers also argue it could lead to higher prices for consumers. He said the new bill "undercuts California's long history as a vibrant catalyst for innovation and technology". Brown hasn't taken a position on the bills.

Before SB 822's passage, net neutrality advocates spotted robocalls being made to senior citizens to try and convince them to speak up against internet protections like the ones in the bill.

The Electronic Frontier Foundation, an advocacy group that supports online privacy, called it "a victory that can be replicated". "They're still paying attention".
