According to the China Earthquake Networks Center (CENC), the magnitude 6.5 earthquake jolted waters near Hualien at 11:50 p.m. Tuesday.

A volunteer rescuer, Yang Hsi Hua, told Reuters: "This is the worst quake in the history of Hualien, or at least over the past 40 years that I've been alive". Firefighters climbed ladders hoisted against windows to reach people inside apartments.

Families of the deceased, regardless of whether they were Taiwanese or foreigners, would receive NT$600,000 (US$20,415) from the county government, while residents who lost their homes in the three residential buildings would receive NT$200,000, Fu said, adding that they should remain in the shelters set up by the county government.

Six people were killed in the quake, while 256 others were injured and 88 left unaccounted for, according to the fire agency. The officials put death toll at eight and more than 200 people were injured in the natural disaster.

One of the people killed at the apartment block was a woman from mainland China, authorities said.

Mainland Chinese, Czech, Japanese, Singaporean and South Korean nationals were among the injured.

President Tsai Ing-wen reassured the public every effort would be made to rescue survivors.

"I grabbed my wife and children and we ran out and tried to rescue people", he said.

A magnitude-6.4 natural disaster struck Tuesday near the coast of Taiwan, and people may be trapped inside a building. Rescuers worked frantically Wednesday to find survivors and free those trapped. A vehicle sat submerged in rubble as rescue workers combed through the ruins of a nearby building.

A series of strong aftershocks have hindered search and rescue efforts on Thursday for victims and survivors of a magnitude-6.4 quake in Taiwan that left nine people dead and 226 others injured.

The natural disaster happened exactly two years after a previous quake in the Taiwanese city of Tainan that killed at least 116 people. Five people involved in the construction of the complex were found guilty of negligence and given prison sentences.

The island's worst tremor in recent decades was a 7.6-magnitude quake in September 1999 that killed around 2,400 people.
