Asked Monday if Graham is assigning too much influence to Miller, White House budget director Mick Mulvaney said on Fox News that 'the president makes the decisions about immigration in the White House. "If he can't say no to Stephen Miller, God help us". Jeff sessions, has "been an outlier for years" on immigration.

Democrats and Republicans have repeatedly pointed fingers at each other over the government closure, which stretched into its third day on Monday.

Immigration and border security funding continue to be the primary sticking points preventing progress towards ending the shutdown.

Last week, when President Donald Trump rejected Graham and Democratic Illinois Sen. Obama's DACA program issued work permits to illegal immigrants brought to the U.S.as children and granted them certain protections from deportation. Kelly said in an interview on Fox News that he had alerted the conservatives to the proposal, but that it was Trump who had insisted they be invited to the meeting.

Sanders echoed Congressional Republicans and the White House chief of legislative affairs in saying that the administration and GOP want to reach a compromise on DACA.

Democrats are pushing for legislation to protect recipients of DACA, which shields immigrants brought to the US illegally as children from deportation.

Sen. Lindsey Graham Sunday lamented that White House staffers are undercutting efforts to forge a deal on immigration - calling out hard-liner Stephen Miller as a particularly big hindrance, The Hill reported.

But Graham suggested Trump would be better off negotiating an immigration deal without Miller looking over his shoulder.
