Brown faces a penalty of life in prison if convicted on the kidnapping charges.

The 19-year-old moved to Virginia Beach in August to attend the Art Institute of Virginia Beach in Town Center - and chase her dreams of opening her own bakery. Later that day, a construction worker found Billie's phone in the dumpster and gave it to the Norfolk Police Department, according to court documents.

Days later, police found her 2014 white Mini Cooper vehicle in Norfolk, Virginia.

A criminal complaint says Billie's body was found a few hundred yards from Brown's childhood home. He had access to area bases, and investigators believe he is homeless and lived - at least partially - on the Navy bases. Surveillance video shows her auto driving onto the base, but she never made it to work, investigators have said.

A U.S. district court criminal complaint shows that investigators believe Billie was kidnapped on the Joint Expeditionary Base Little Creek. Inside, agents found Billie's trousers covered in dirt and debris. Video released by the Federal Bureau of Investigation showed Billie drive onto the base through Gate 3 early that morning.

The bottom of her auto also had dirt vegetation on it that led investigators to believe it had been taken off of the city streets.

Witnesses said they saw Brown trying to flirt with Billie on several occasions. Her body was found more than 380 miles away, in Charlotte, North Carolina.

Eric Brian Brown, 45, is suspected of having abducted Billie, of Virginia Beach, Virginia, on September 18 as Billie arrived for work at a Blimpie's restaurant on Joint Expeditionary Base Little Creek in Virginia Beach, according to court documents.
