Union ministers Uma Bharati, Radha Mohan Singh, Giriraj Singh, Kalraj Mishra, Nirmala Sitharaman, Mahendra Nath Pandey, Faggan Singh Kulaste and Sanjiv Baliyan are understood to have offered to quit after a nudge from the party to pave way for the Cabinet reshuffle, informed sources said.

Rudy was among three ministers - the other two were steel minister Choudhury Birendra Singh and minister of state for human resource development Upendra Kushwaha - who met the BJP president last week.

The Prime Minister is set to leave for the BRICS Summit in China on Sunday and sources suggest he will seek a change of faces before that in possibly the last major rejig before the 2019 Lok Sabha elections.

The urban development ministry which has been handled by rural development minister Narendra Singh Tomar as an additional charge sine M Venkaiah Naidu became vice-president may be given to Parliamentary affairs minister Ananth Kumar.

Balyan said he was asked to resign and he did so immediately.

Rajiv Pratap Rudy resigned from the Modi government on Thursday evening in what is seen to be a signal for a mega cabinet reshuffle.

Last week, Railways Minister Suresh Prabhu too had offered to resign taking "full moral responsibility" for the recent train accidents. However, party leaders did not rule out their exit - Mishra has crossed the unofficial 75-years limit for a Ministerial position.

In his first comments after being asked to resign as minister, Rajiv Pratap Rudy told NDTV that "It's not my decision, it's the decision of the party, and I will follow (it)".

According to reports, an integrated transport ministry under road and shipping minister Nitin Gadkari could be created.

This will be the third such reshuffle since Modi took over in May 2014.

However, the faction-ridden AIADMK is not likely to be invited to join the Cabinet. Five junior ministers were also dropped.

Harsh Vardhan, who is heading the Ministry of Science and Technology, was charged to head the Ministry of Environment following the demise of Anil Madhav Dave in May. Karnataka will go for assembly polls next year.
