S Korean Leader Prohibits US From Attacking N Korea Without Seoul's Content

South Korean President Moon Jae-in has said United States and South Korean policies are aligned on North Korea and promised there "will be no war on the Korean peninsula ever again". "I do not necessarily believe that showed his determination to take military options", Moon said.

People march during a rally calling for peace on the peninsula in central Seoul, South Korea, on Aug 15, 2017. The event marked his first 100 days in office. This has been different from the US president's efforts to put "maximum pressure" on North Korea for its missile tests and nuclear program.

Technical ability to place a nuclear warhead on an ICBM "will not be tolerated" On August 17, President Moon Jae drew a "red line" with regard to North Korea's nuclear and missile program, issuing a stern warning to the government in Pyongyang. Such a development, Moon said, would cross a "red line" and raise the risk of military conflict. President Moon's statement on North Korea can thus be interpreted as a cautionary response to the situation. This prompted Kim to announce a plan to test fire four intermediate-range missiles into waters near Guam - a USA territory in the Pacific that is home to American military bases.

Trump called the postponement a "wise and well-reasoned decision" in a tweet on the social network Twitter.

Even in light of the recent high tensions and brinkmanship between the U.S. and North Korea, the "double-freeze", or the idea often floated by China and North Korea whereby the USA stops military exercises and limits or eliminates its presence in North Korea in exchange for denuclearization, won't budge. The goal of the measures is to ban about $1 billion worth of North Korean exports including coal, iron ore and seafood. "There's no equivalency", between North Korea's illegal nuclear and missile testing and the US's regularly scheduled, internationally monitored, and completely legal bilateral drills, according to Nauert.

-South Korean military exercises that enrage the North each year could make diplomacy even more hard.

North Korea strongly condemns the exercises calling them preparations for "invasion".

"Any military action taken on the Korean peninsula would be in consultation with our allies", General Joseph Dunford, chairman of the Joint Chiefs of Staff, told reporters in Beijing on Thursday.

Moon also insisted that "any military action to be taken on the Korean Peninsula requires South Korea's consent unless it is taken outside the peninsula".

China is North Korea's main ally and biggest trade partner.

"A resolution of the North Korea nuclear issue by military force is completely unacceptable and the peninsula's nuclear issue must be peacefully resolved by political and diplomatic methods", Mr Lavrov said. It also has said stopping regular South Korea-U.S. military exercises would ease tensions in the area.
